PROCEDURE:
- Melt all oily phase ingredients together and heat the mixture to blend it.
- Mix together all of the powder phase ingredients.
- Blend the powder phase ingredients into the oily phase ingredients.
- Mix in the additives.
- Package while the product is liquid.
